Cell Phone & Personal Communication Devices

House Bill 1481 is a new state law passed by the Texas Legislature that requires school districts to prohibit students from using personal wireless communication devices during instructional time. Here's what you need to know before the school year starts.

Why is the policy being changed? 

This policy helps to create a learning environment free from distractions.  It will improve student engagement and allow students to build in-person relationships.
What types of devices does this law apply to?
Personal communication devices include but are not limited to, cell phones, walkie talkies, smart watches or glasses, any device that can be used to communicate via the internet or wifi.

Can my child bring their cell phone to school?

Yes. However, personal cell phone use is prohibited during the entire school day. Phones, earbuds, smart watches, smart glasses, and all other electronic communication devices are to be turned off and stored in student backpacks.
Can my child bring their laptop or iPad to school?

Yes. Students may bring their computer or tablet. They may not use them for personal communications.

Where will my child store their device(s)?
Your child must store their device turned off and out of sight, in a secured backpack or purse. Devices should not be seen during the school day, whether it is on or off. Students will be asked to place their devices in a designated area in the classroom if they leave the classroom during instruction.  


What about use during recess, passing periods, hallways, or on the bus?

Students may not use their devices for personal communication during the school day.  The policy applies to all district facilities, including classrooms, the cafeteria, bathrooms, and hallways, during passing periods.  Before and after school, students may use their devices on the bus. 

What if I need to contact my child during the day? 
Families are encouraged to have a plan for communication before the school day.  In the event of an emergency, parents may contact the school office.  A staff member will contact parents if your child is having an emergency. 

What about during after school events?

Yes, a student may use their device before and after school, while attending after school events.

Will my child be able to use their cell phone during a lock down?
Yes.  Students will be allowed to use their cell phones during a lock down exceeding 10 min. so that families may communicate.

What happens if my child is caught using a device?
Students may face disciplinary action if a violation occurs. Below is a summary of the consequences. 

1st Violation: WARNING

  • Device is turned over to the administration
  • Written warning issued
  • Parent notified
  • Student may pick up the device after school
2nd Violation: 1 DAY DETENTION
  • Device is turned over to the administration
  • 1 day detention issued
  • Parent notified
  • Student may pick up the device after school
 3rd Violation:  2 DAY DETENTION
  • Device is turned over to the administration
  • 2 day detention issued
  • Parent notified
  • Parent may pick up the device after 48 hours.* 
4th Violation: 1 DAY IN-SCHOOL SUSPENSION (ISS)
  • Device is turned over to the administration
  • 1 day in-school suspension issued
  • Parent notified
  • The parent may pick up the device after 48 hours.* 

*If a device is confiscated before a weekend or holiday, the parent may pick it up at the end of the school day.
